Those terms are basically interchangeable but they are indeed replacements for just about everything in the game.

These mods replace the thing you want to replace for the entire game! For example, if you have default teeth or eye color replacements they will replace the teeth and eyes for ALL SIMS!

If you do NOT want default replacements then make sure you are looking at the file names and pick the non-default options.
